Divorce in the Philippines?

It’s interesting that the Catholic church might oppose the legalization of divorce. Do they sincerely genuinely believe that non-Catholics in the Philippines ought to be bound by Catholic doctrine? Possibly American Catholics must question their priests what they consider it — are the Catholic leaders in the Philippines wrong or not? Could the Catholic church assistance creating divorce illegal in other areas, like America?
